The Special Education Referral Process

The Howard-Suamico school district offers a developmental screening for children ages 3-4 years who are living within the district. These screenings occur three times during the school year. While a screening is not required, it can be a helpful tool in determining whether or not a special education referral should be made. If a child is suspected of having a disability, a referral can be made to the school district for a special education evaluation by a parent or legal guardian, preschool teacher, childcare worker, or a physician. Once the referral is made, the guardian(s) of the student will be contacted by a school district psychologist who will explain the specifics of the process. A team of district staff will be assigned as Individual Education Plan (IEP) members to evaluate the student’s needs. If, as a result of the evaluation process, it is determined that the student qualifies for special education services, an IEP will be created to address specific student needs.

Early Childhood:  
Special Education Teachers Can Provide:

  • Teaching of Individual Education Plan goals in a variety of school or community settings, including regular education classrooms, special education classrooms, preschools, child care sites, and 4 year old Kindergarten classrooms.

  • Home visits to support families of children with disabilities regarding home and community behaviors, routines, and independence skills.

  • Consultation services to community-based child care providers or early learning program staff.

Child Find Screenings are sponsored by the Howard-Suamico School District as a complimentary service to assess a
child's developmental progress according to their age. 
The developmental areas to be screened include the following

skills:Social/emotional, Expressive & Receptive Language, gross motor, fine motor, cognitive

Who should participate?

If you have questions or concerns about your child's typical developmental milestones, as described in this brochure, Child Find Screenings are offered for all 3 and 4 year old children that:

1) reside in the Howard-Suamico School District

2) have concerns about developmental milestones

3) have not had a previous screening
